Profiles in Power: The Faces Behind Gachagua Office


Upon assuming office on September 13, 2022, President William Ruto assigned Deputy President Rigathi Gachagua six roles ranging from overseeing the implementation of cabinet decisions and coordinating relations between the national government and counties.

Cognizant of the huge responsibilities he had bestowed upon his Deputy, President William Ruto assigned two Principal Secretaries, to Gachagua’s Harambee Annex office to help execute his administration’s blueprint.

At the time, Julius Korir and Teresia Malokwe were appointed to the State Department for Cabinet Affairs and State Department for Devolution respectively.

In their roles, the duo have been at the centre of implementing cabinet decisions and working with Governors to ensure that the devolution dream is realised.

Julius Korir

Korir is tasked with assisting the DP in his role of overseeing the implementation of Cabinet decisions across the various ministries.

In his role, the PS accompanies the DP to Cabinet Committee meetings which are aimed at monitoring the progress of government agenda and cabinet decisions.

During his appointment, Ruto and Gachagua banked on his vast experience in government having served as a PS from 2015.

Korir was appointed as the Industry and Investment PS by former President Uhuru Kenyatta. He held the position until 2017 before he was moved to the Health docket.

Other ministries where he served as PS include ICT and Devolution.

Korir has also held other roles in government agencies such as the Kenya Investment Authority and the Export Promotion Council Kenya.

Apart from his vast work experience, Korir also holds a reputable academic background having graduated with a Master’s Degree in Business ¬†Administration with specialisation in International business from the University of Nairobi in 2009.

The PS undertook his undergraduate at UoN and studied Agricultural Business.

Teresia Mbaika Malokwe

On the other hand, Malokwe has been instrumental in the coordination of activities between Gachagua’s office and the Council of Governors (COG) which is headed by Kirinyaga Governor Anne Waiguru.

Just like Korir, Malokwe has vast experience in public service.

Prior to her appointment,  she served in various government institutions including the National Environment Management Authority (NEMA) where she served on the board. She has also worked as the secreatry for the National Government Constituencies Development Fund (NG-CDF) in Kaito Constituency.

Malokwe is experienced in Health Economics and Policy and Environmental Health having attained a Masters degree in Health Economic Policy from the University of Nairobi.

The PS undertook her undergraduate in Environmental Health at Kenyatta University.

“Malokwe has honed skills in resource mobilization and budgeting, business process re-engineering, organization design and development, human capital management, strategic management and performance contracting.

“She has a wide range of experience in community service, having served the public as a woman leader and pioneering various community projects as well as working with the youth in areas of coaching and mentoring,” read her profile on the Connected Summit 2023 website.
